The Director of Budget Planning and Analysis reports directly to the AVP and Director of Treasury Operations and Financial Management and is responsible for developing, implementing, and monitoring the University’s annual operating budget. This position is also responsible for the continued refinement and operational oversight of the University’s budget model and associated policies and procedures. The position plans, organizes, directs, and coordinates the activities of the University Budget Office.
Responsibilities Include:
- Develop detailed budgets and monitor the University’s General Education Fund, other appropriated units and University-wide auxiliary enterprises. Identify, analyze and resolve problems by recognizing patterns and trends.
- Review and submit budget requests, preliminary information and final budgets to the Board of Regents. Issue all required financial reports and information to the Board Office.
- Work collaboratively with university departments. Provide guidance in the internal and external coordination of the university budget, long range budget planning, policy development, and reporting.
- Assist in the continued refinement of the University’s budget model and related policies and procedures.
- Lead institutional efforts in the development and implementation of modern planning, budgeting and management tools.
- Provide primary financial oversight for assigned budget units.
- Provide oversight to the Office of Budget Development. Establish and prioritize unit short and long range goals and objectives.
- Responsible for supervision of employees, including interviewing, selection, onboarding, training, evaluating performance, salary administration, promotions and disciplinary actions, as appropriate.
- Establish and maintain standards of collaborative interaction among peers and employees, characterized by respect, honesty and service; assure that all unit members are held to similar standards and ethics.
- Manage the talents and strengths of each individual in a diverse work group, while providing each employee with the opportunity to contribute to the goals of the unit. Work to assure that all employees are respected and treated consistent with University policies in regard to equal employment opportunity, inclusivity and diversity.
- Represent the University Budget Office on standing and ad-hoc committees as requested.
- Adherence to all State of Iowa, Board of Regents and university requirements and generally accepted procedures and methodologies governing university budget development, monitoring and reporting.
- Manage business compliance functions, analysis and plan development for new projects as assigned by the Assistant Vice President.
- Other duties as assigned by the Assistant Vice President.

Education Requirement
A Master’s degree in Business Administration, Accounting or related field or an equivalent combination of education and experience is required.
Experience Required
- Minimum 10 years comprehensive experience in budgeting, accounting, and related business administration, including supervisory experience.
- Demonstrated leadership skills and advanced knowledge of principles, practices and techniques of budgeting, fund accounting, and financial management.
- Exceptional organizational and management skills, and creativity in identifying, analyzing and providing solutions to complex budget issues or scenarios.
- Demonstrated experience in preparing and presenting complex financial and budgetary information and concepts to a wide range of audiences.
- Extensive experience in computer software applications including MS Excel, Access, Word and Power Point is required.
- Demonstrated job-related experience with and/or commitment to diversity in the work/academic environment is required.
- Advanced interpersonal skills with the ability to work effectively and exercise a high-degree of diplomacy, discretion and collaboration in dealing with constituencies at all levels.
- Excellent oral and written communication skills are required.
Desirable Qualification
- Experience in the development, implementation and ongoing utilization of automated budget/financial systems and BI reporting platforms is desired.
- Experience in budget and fiscal oversight/responsibility of a major comprehensive research University organization/unit.
