The Village of Tequesta is now hiring Utilities Director.
The Village is currently accepting applications for a hands-on, full-time Utilities Director. This position reports directly to the Village Manager and is responsible for planning, directing, coordinating and monitoring the operations of the water utilities division, inclusive of water production, distribution and stormwater.
Duties and Responsibilities:
- Plans, directs, coordinates, and monitors the operations and activities of the Utility Department including the water/stormwater utility plant facilities; effectively providing for the protection of quality water supply services to residents; ensures regular inspection of the stormwater drainage system for efficient flow and safety in order to minimize flooding.
- Makes hiring and termination recommendations; Organizes, prioritizes, directs and assigns work while providing technical expertise; Monitors work in progress and inspects completed work; Counsels, disciplines and resolves employee concerns and problems; Conducts regular and annual employee performance evaluation.
- Establishes and maintains policies and procedures governing the operation and maintenance of the Village’s utility facilities; prepares and recommends long and short term plans, cost estimates for capital improvement, and renewal and replacement programs required to maintain the facilities and equipment in compliance with applicable regulations.
- Develops and administers the Utilities department operating and capital improvement budgets; monitors and approves expenditures and adjusts budget as necessary
- Manages purchasing activities, including vendor bids, including specifications for the treatment plant and associated chemical purchases.
- Manages and coordinates the activities of employee, contractors and consultants engaged in the planning, design, operation, construction, maintenance, repairs and servicing of Village utility facilities and infrastructure.
- Oversees the on-site performance of operational control laboratory testing and supervises the preparation of required comprehensive reports; ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures, initiating any actions necessary to correct deviations or violations.
- Coordinates rate making and rate monitoring to ensure adequacy of current operations and rates.
- Monitors required training for operating personnel and ensures licenses and certifications are kept current; oversees the development and implementation of safety programs for the utility department in compliance with Village and industry standards.
- Maintains a system of departmental records and reports which meet State, Federal. County and Village regulations and oversees proper maintenance, retention and destruction of all records and documents.
- Represents the department and the Village before the Village Council, regulatory agencies, community organizations and the general public; leads public relations efforts; resolves complaints and fosters/coordinates internal and external relationships.
- Serves on various committees to provide technical expertise and advice related to engineering, project design and construction.
- Researches grant information, writes, negotiates and administers grants in accordance with required standards.
- Compiles and prepares various administrative and statistical data and reports; analyzes data to identify trends; prepares/generates reports and maintains records.
- Performs general/clerical tasks as necessary, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, processing incoming/outgoing mail, preparing presentations, and coordinating meetings.
- Maintains comprehensive and current knowledge of applicable laws/regulations; new procedures, practices, technologies, trends and advances in the profession; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate.
Qualification and Experience:
Education and Experience
- Bachelor’s degree in civil or Environmental engineering (Masters preferred)
- Seven years of progressively responsible experience in managing utilities operations, with prior water plant experience, or
- Any equivalent combination of education, training and experience that provides the relevant knowledge, skills and abilities for the job.
Necessary Knowledge Skills and Abilities
- Experience in preparing and presenting long range utility plans and programs
- Thorough knowledge of the modern principles and practices governing the operations of water production, distribution and stormwater utility systems; knowledge of the machines, equipment and materials along with the occupational hazards and safety precautions
- Sound knowledge of civil engineering theory, techniques, principles and practices applicable to the planning, design and construction of utilities projects
- Extensive knowledge of applicable Federal, state and Village codes, regulations and ordinances governing the administration of the water plant
- Thorough knowledge of laboratory techniques used in the analysis of public water supply and computerized operations monitoring and control systems
- Sound knowledge of repair and maintenance practices of mechanical and electrical equipment and machinery
- Advanced knowledge in preparing written technical reports, cost estimates and cost records
- Sound knowledge of modern principals and practices of public administration, including planning, organizing, budgeting, personnel and project management.
- Advanced ability to establish and maintain effective working relationships with subordinates, superiors, municipal officials, consultants and contractors and the general public
- Sound experience addressing groups including civic organizations on subjects related to utility programs and projects.
Licensing and Certification
- Florida level “C” Water Treatment Plant Operator’s license with the ability to obtain a “B” within 18 months
- Valid Florida driver’s license
- National Incident Management System (NIMS) Certification in accordance with Village policy.
Salary range: $83,588.00 - $119,412
