Job Description:
The South Florida Water Management District (SFWMD) is responsible for managing and protecting our water resources. The SFWMD is the oldest and largest of Florida's five water management districts, encompassing a 16-county region that stretches from Orlando to the Florida Keys.
We are currently seeking candidates for the Division Director of Administrative Services. The Division Director is responsible for overseeing and managing Procurement, Budget, Finance and Accounting and other areas.
Duties:
Ensures all strategies, initiatives, programs, and processes support the agency's core mission of flood control, restoration and water supply.
Drives a fiscally conservative direction for managing capital, financial resources and human resources.
Serves in a policy recommendation role and has decision making authority for the division.
Accountable for making decisions that impact the day-to-day operations and results of the Administrative Services Division.
Ensures all bureau/section level work plans can be consolidated into a comprehensive business plan for the division that includes attainable deliverables and optimal utilization of technical and financial resources.
Works with various levels of management to develop and execute a work plan to complete short-term directives from the Executive Director, the Assistant Executive Director, the Governing Board and/or the Governor's Office.
Determines long-term strategies as directed by the Executive Director, the Governing Board, the Department of Environmental Protection, State Water Management Districts, local governments, and/or Governor's Office.
Ensures long-term goals and strategies are clearly communicated to appropriate audiences, implemented with comprehensive work plans, and funded with the appropriate financial and human resource requirements.
Ensures all budgets are developed in accordance with Budget Bureau standards and requirements, and accurately reflect financial requirements to attain deliverables.
Analyzes aggregate monthly budget results against targets and pro-actively implements mid-cycle adjustments.
Provides feedback on the budget process to Budget Bureau managers and other Executive Leadership members.
Education and Experience:
Bachelor's degree in a related discipline with a graduate level degree preferred and 15 years of experience that demonstrates measurable career progression in discipline and leadership roles that can be applied to support the District's business plans and strategies.
10 years of experience managing a major department for an organization and 5 years of experience designing and implementing programs and policies for an organization.
Prior public sector experience preferred.
Significant experience representing an organization to elected officials, all levels of government agencies, the public, and media organizations.
License:
Valid State of Florida Driver's License.
Physical Requirements / Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
