Assistant Executive Director South Florida Water Management District West Palm Beach, FL Job Description: The South Florida Water Management District (SFWMD) is responsible for managing and protecting our water resources. The SFWMD is the oldest and largest of Florida's five water management districts, encompassing a 16-county region that stretches from Orlando to the Florida Keys. We are currently seeking candidates for the Assistant Executive Director. This executive leadership role is responsible for a group of the District's divisions/offices ensuring all strategies, initiatives, programs, and processes support the agency's core mission of flood control, restoration and water supply. Duties: Drives a fiscally conservative direction for managing capital, financial resources and human resources. Serves in a policy making role and has significant decision-making authority for the District. Represents the District and/or the Executive Director with the Governing Board, the Governor's Office, the Florida Legislature, other Water Management Districts, interest groups and the public. This includes explaining or defending agency operating results, business decisions, and strategies in an unbiased manner. Proactively influences such entities to the "preferred decision" in support of the District's core mission and best interests. Serves as the Executive Director's representative with elected and appointed government officials including representatives from local governments, members of the Florida House of Representatives, the Senate and the Governor's office and cabinet. Manages strategic business relationships for the District with senior representatives from federal and state agencies associated with our core mission such as the Department of Environmental Protection, Fish & Wildlife Service, and the US Army Corps of Engineers. Represents the District on business matters with local governments and tribes. Ensures division/office level annual work plans are comprehensively aligned with short-term goals and business plans. Ensures all budgets are developed in accordance with Budget Bureau standards and requirements, and accurately reflect financial requirements to attain work plan deliverables. Determines long-term strategies as directed by the Governing Board and/or Governor's Office. Ensures and they are clearly communicated to appropriate audiences, implemented with comprehensive work plans and funded with the appropriate financial and human resource requirements. Education and Experience: Bachelor's degree in a related discipline with a Graduate level preferred and 15 years of experience that demonstrates measurable career progression in discipline and leadership roles that can be applied to support the District's business plans and strategies. 10 years of water resource management experience managing a major department/operating group of an organization, and 5 years of experience as an executive decision maker for an organization. Prior experience with a Water Management District, local government or state agency strong preferred. Experience leading an organization through change and managing the expectations of all internal and external stakeholders. Experience representing an organization to elected officials, all levels of government agencies, the public, and media organizations. License: Valid State of Florida Driver's License Physical Requirements / Working Environment: Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
