Application Development and Client Support Miami-Dade County Public Schools (M-DCPS), a dynamic and innovative school district and the fourth largest in the nation, is accepting on-line applications for the position of Chief Procurement Officer in the Office of Procurement Management Services. Salary Range $106.245. - $164,000.
Occupational Summary: Serves as chief officer for the district in procurement and materials management issues. Represents Miami-Dade County Public Schools (M-DCPS) as required and is in direct contact with executive staff of vendor organizations, school administrators and other district administrators. Ensures proper documentation of purchase records within the scope of State and Federal guidelines. Supervises the operation of Maintenance Materials Management (MMM), Materials Testing and Furniture, Fixtures, and Equipment (FF&E) for new schools, portables, and renovations.
Example of Duties:
1. Plans, organizes, and directs the system-wide centralized purchasing function. Approves all requisitions for materials and supplies for compliance with state statutes and federal laws, including, approval, and distribution of formal bids and proposals, quotation procedures, and the legal advertisements for publication.
2. Submits recommendations for award of formal bids and proposals to the Chief Financial Officer for approval. Oversees preparation of contracts for execution.
3. Prepares administrative directives and all changes of Board Policies pertaining to the Office of Procurement and Management Services.
4. Evaluates and modifies procedures to improve the efficiency, economy, and quality of purchasing. Exercises responsibility in achieving major economic and cost benefits through the application of professional knowledge and skill in the development of specifications, the timing of purchases, and the locating of alternative sources of supply.
5. Directs the development and management of the budget functions of the Office of Procurement and Management Services.
6. Minimizes the liability of the Board by insuring that unsafe or inferior products are not procured.
7. Conducts training programs for principals, area, and District staff to cover laws, statutes, policies, and directives relating to Procurement and Materials Management.
8. Assigns, trains, supervises, and evaluates staff and their work, and makes recommendations regarding promotion and other personnel actions.
9. Represents, when requested, the Chief Financial Officer at the Superintendent's Cabinet, Regional area and Principal's meetings, meetings with business executives, State Department of Education personnel and other such executive meetings. Attends all Board meetings and defends the Board on any bid protest, as required.
10. Maintains regular contact with all vendors, suppliers, wholesalers, jobbers, and associate contractors, individuals at state and national levels, other systems and large corporations to exchange information on products, innovations, and current state-of-the-art advancements.
11. Coordinates with the Office of Economic Opportunity to ensure maximum participation of Minority Business Enterprises in all aspects of the purchase of goods and services. Ensure that established goals are being met pertaining to Minority Business Enterprises.
12. Assumes districtwide responsibility for the following: purchasing, inventory, and materials management of Maintenance/CIF stock; furniture, fixtures, and equipment specifications development, assortments, and purchases for new schools, portables, and renovations; Materials and Testing & Evaluation division.
13. Performs other duties related to general administrative responsibilities of the position.
Physical Requirements: This work requires the following physical activities: sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors.
Minimum Qualification Requirements:
1. Master's degree with specialization in business administration, or other acceptable fields, or a combination of training and experience substantially equivalent to the above.
2. Five (5) years of managing responsible volume purchasing, or business experience in a large private or public enterprise, including supervision of administrative subordinates.
3. Professional certifications (CRSM, CPPO) or government certification (PMP, FCCN, FCCM, FCPA&M) preferred.
4. Demonstrated experience in independently drafting and analyzing RFP's, RFQ's, RFI's, contracts, business documents and/or other agreements while assuring compliance with applicable laws, guidelines and prime contract terms.
5. Demonstrated record of strong and effective negotiation skills.
6. Demonstrated ability to communicate effectively in both oral and written forms.
