Traffic Engineer IV

The City of Kent is currently accepting applications for the position of Traffic Engineer IV in our Public Works Department. The ideal candidate will be an experienced engineer who is able to effectively oversee traffic operations, various transportation-related programs and assigned projects. Supervisory skills are also essential for success in this position. A bachelor's degree in civil or transportation engineering and at least eight (8) years of increasingly responsible civil engineering experience are required. Under the direction of the Transportation Engineering Manager, supervise Transportation Engineering staff in the preparation of the studies, design, development review, work plans, traffic signal system design, operation and maintenance, and perform complex and professional engineering duties in the planning, programming design, coordination of Public Works Transportation Engineering projects. Work is characterized by supervisory, project and administrative functions in the performance of advanced-level, professional engineering duties involved in the review, approval, and permitting of engineering projects. The incumbent is responsible for oversight of traffic operations, overseeing the operation and maintenance of the City's traffic signal and street lighting systems; managing the city's Commute Trip Reduction program, and Residential Traffic Calming program; overseeing development and execution of assigned transportation engineering projects; reviewing city capital projects and private development proposals for compliance with transportation engineering guidelines; and mentoring engineering staff regarding transportation engineering topics. The incumbent serves as the City Traffic Engineer with responsibilities and authority as outlined in the Model Traffic Ordinance, WAC 308-330-265 as adopted by the City of Kent per KCC 9.36.010. Work is performed under limited supervision. The manager sets the overall objectives and resources available. The incumbent and manager work together to develop the deadlines, projects, and work to be completed. The incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, and interprets policies on own initiative in terms of established objectives. The incumbent keeps the manager informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.

Essential Duties and Responsibilities: |
Analyze and review requests, plans, and proposals concerning traffic signals, roadway design, temporary traffic control, street signs, ordinances, state and federal funding and inter-agency coordination; oversee the review of capital projects and development plans to determine transportation impacts. Prepare and review engineering designs, specifications, and cost and quantity estimates for a variety of Public Works projects involving traffic flow and safety, such as traffic signals, traffic signing, pavement markings, traffic control plans and channelization. Review proposals for professional services contracts related to the design of transportation system, traffic engineering studies, and transportation planning and assist in the coordination and review of consultants' work. Review and make recommendations for transportation improvements based on travel demand and traffic simulation models. Oversee traffic operations within the city including the design and placement of signs, traffic signals, pavement markings, roadway lighting, work zone traffic control and intelligent transportation systems. Oversee transportation engineers in the preparation of plans, specifications, and estimates; review of capital projects and private development and implementation of transportation related projects and programs. Review and approve work related to design, installation and maintenance of the traffic signal and intelligent transportation systems including traffic signal timing, work orders and system improvements. Assure that project designs are in compliance with a variety of federal, state, and city laws, codes, and ordinances, and specific regulations governing transportation projects. Review and comment on professional transportation studies and reports prepared by professional transportation engineers for both public and private development projects. Perform the duties of the Traffic Engineer as described in the Kent City Code (KCC) under those sections of the KCC that reference the Traffic Engineer or City Traffic Engineer. Participate in various transportation committees, and/or work groups; attend a variety of meetings including staff meetings as necessary; deliver oral presentations as requested. Participate in the selection of professional transportation consultants; review and approve consultants' scopes of work, contracts, reports, and plans; manage consultant contracts. Prepare information, requests, and recommendations regarding public information requests, City resolutions, and ordinances; prepare reports, information, and other materials for public hearings, City Council Workshops, and City Council meetings; and prepare in-depth assessment of traffic impacts from changes in public policy or emphasis. Actively support the City's mission, vision, values, and goals of the department and City. PERIPHERAL DUTIES: Perform related duties as assigned.

Education: Bachelor's degree in civil or transportation engineering, or related field; and Experience: Eight (8) years of Civil Engineering experience. Or: In place of the above requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above.
