Description:
This is a management level, exempt position that is responsible for planning, administering, coordinating and delivering all cultural, recreation, and leisure services to the residents of Aventura along with the overall management of the Community Recreation Center and neighborhood parks. This involves managing employees, volunteers, vendors/contractors, the Community Recreation Center, neighborhood park operations, community wide special events, camps, teacher planning days, active adult trips, programs for residents of all ages, athletic leagues, afterschool programs, and member benefits. The incumbent develops short and long range goals along with establishing and implementing policies and procedures pertaining to the effective and efficient operation of the recreation facility, neighborhood parks, events, and programs.
Supervision Received
Works under the general supervision of the Director of Community Services. The employee exercises considerable independent judgment, but is subject to periodic administrative direction and review through meetings and written evaluations.

Exercises supervision over full and part time City employees, volunteers, and contractual personnel, as assigned.
Duties & Responsibilities: Essential Duties And Responsibilities

Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position- specific tasks. Responsible for the operation and maintenance of the Community Recreation Center and neighborhood parks ensuring compliance with policies, procedures, regulations, and standards of quality and safety. Inspects and maintains playground equipment, and makes appropriate recommendations. Responsible for City wide special events, camps, teacher planning days, active adult trips and tours, toddler, teen, adult and senior citizens programs, athletic leagues, afterschool programs, and member benefits. Reports on status and effectiveness of activities/programs, reviews fees, makes appropriate recommendations of any necessary changes or additions.
Manage, supervise, and coordinate human resource functions such as recruit, train and evaluate employees, recommend employee performance improvements and disciplinary actions. Oversee the employees, volunteers, and vendor/contractors of the Community Recreation Center and neighborhood parks; schedule work assignments, conduct staff meetings, manage and approves leave requests, payroll and staff scheduling, set priorities, promote team-building, and ensure staff provides world class customer service. Prepare vendor contracts, payments and ensure compliance of aforementioned contracts. Assist in researching and developing new techniques, approaches, and trends in programming activities and make recommendations to the Director. Provide, procure, or arrange material and equipment for the Community Recreation Center program activities including but not limited to classes, lectures, clubs, after school programs, camps, teacher planning days, and other community activities.
Works closely with the Parks and Recreation Manager in preparation for programs, events, athletic league, and to ensure uniformity and consistency throughout the services offered to patrons. Identify partnership and collaboration opportunities with other organizations and community or interest groups. Serve as the City's representative in these partnerships and collaborations. Monitor and evaluate the quality and responsiveness of customer service provided to ensure world class experience for patrons of City buildings, parks, and users of the Aventura B-Cycle service. Assist the Director, or designee, in preparing the department budget and periodic reports, and assists with program policy formulation; securing grant monies; prepare annual budget estimates, monitors revenue and expenditures for managed accounts, comprehensive reports and records involving operating achievements, program costs and collection of fees.
Identify and/or recommend cost control measures in the delivery of all services and functions under his/her area of responsibility. Build and maintain positive working relationships with co-workers, other employees, and the public using principles of good customer service; promote and represent the City to the public in a friendly, helpful, and professional manner. Ensure compliance with all City policies and procedures. Utilize personal computers and computer software to perform word processing and spreadsheet functions; prepares and maintains computerized reports. Types, proofreads and processes a variety of documents including general correspondence, forms memos, statistical charts and specialized documents from drafts, notes, or verbal instruction using a computer. Acts as the Community Services Director or the Parks and Recreation Manager in their absence. Performs other duties as assigned.
Qualifications & Requirements: Desired Minimum Qualifications
A. Graduation from an accredited college or university with a Bachelor Degree in Parks and Recreation, Leisure Services, Public Administration, or related field, plus:
B. Four years of management experience
C. Any equivalent combination of education and experience.
D. Ability to obtain Certified Playground Safety Inspector certification within six (6) months of employment. CPRP (Certified Parks & Recreation Professional) preferred.
Necessary Knowledge, Skills, And Abilities
Knowledge of special event planning, activities, and programming Knowledge of modern principles of recreation programming; effective supervisory and management principles; business mathematics; computerized management systems; training and employee development. Knowledge of neighborhood parks and center operations. Knowledge of building and grounds maintenance practices. Knowledge of recreational hazards and safety precautions. Ability to plan and manage year round park and center programming including camps, teacher planning days, active adult trips and tours, programs for residents of all ages, athletic leagues, afterschool programs, and member benefits. Ability to plan, develop, manage, and evaluate community wide events. Ability to establish and maintain a volunteer corps.
Ability to acquire and maintain knowledge to perform job functions of subordinate staff. Considerable knowledge of word processing, spreadsheet, electronic mail, and recreation registration computer software, as well as general office procedures. Ability to work independently and demonstrate sound judgment. Ability to establish operational standards and apply them. Ability to meet and deal tactfully and effectively with the public.
Ability to handles complaints and solve problems Ability to effectively manage, schedule, and supervise employees and contractual staff. Ability to express oneself effectively and clearly in written and verbal form. Ability to develop recreation programs and activities that reflect the citizen's needs and concerns. Ability to work weekends, evenings, and holidays as required. Ability to be on-call and respond accordingly whether scheduled or in an emergency.
